The ERC Business Resiliency Plan
ERC Comprehensive Intervention COVID-19 Phased Re-Opening Plan

May 18, 2020

Greetings All,

ERC hopes that each of you continue to be healthy and safe.  We want to take this opportunity to thank everyone for their patience and support during this unprecedented situation.

We are pleased to inform you that ERC will begin a phased reopening of our Comprehensive Intervention Clinic, starting on Tuesday, May 19th.  As part of our phased reopening, we will be open to clients needing attention requiring an in-office appointment on Tuesdays and Thursdays.  This will include all screening, treatment, and care services, with the exception of behavioral health.  Frequency of appointments will be reduced to allow for social distancing. We will continue to advocate telemedicine appointments for those considered high-risk clients and those needing basic follow-up. The majority of our appointments will be performed via telemedicine. As we open our offices, we want you to know that ERC will be adhering to strict safety protocols, in accordance with CDC regulations, to mitigate the spread of COVID-19 and to ensure the health and safety of our clients and staff, including:

  • • All visits to ERC will be by appointment only.
  • • No walk-in visits will be allowed.
  • • Everyone should arrive at the office wearing a mask. Home-made and commercial masks are okay. Please note, if you do not have a mask, we will not be able to see you and your appointment may be rescheduled.
  •       • Asking those who are scheduled for an appointment and are sick with any type of respiratory symptoms or fever on the day of your appointment to please call and reschedule the visit.

  •       • Only the client will be allowed in the office.

  •       • No children under the age of 13 will be allowed in the office.

  •       • Individuals aged 13 and older who require a caretaker, one adult may accompany the client and must be wearing a mask.

  •       • Limiting the number of clients and staff in the office at any given time.

  •       • All clients will be screened using the ERC COVID-19 Screening Procedures prior to entering the office for fever, cough, shortness of breath, cold/flu symptoms, red eyes, loss of smell/taste, and body aches.  These clients will be referred for telemedicine visits if needed.

  •       • New clients must have their paperwork completed ahead of time through the online client portal.  We will not be accepting hard copies of paperwork at this time.  Clients who arrive at the office without completing the new client paperwork will be rescheduled.

  •       • Escorting clients to the exam room as soon as possible.  If necessary we may ask that you wait in your car/outside of the building and we will call you when we are ready to see you.

  •       • Allowing many of our staff members to continue to work from home to reduce the number of people in the office each day.

  •       • Ensuring all of our providers and staff will be wearing KN95/N95 masks while in direct or indirect contact with clients.

  •       • Continue to conduct wellness checks of all staff members before each shift, including temperature checks with a thermometer.

  •       • Encourage all clients to use hand sanitizer or wash their hands for a minimum of 20 seconds before being brought back to the exam room.

Empowerment Resource Center recognizes its responsibility and maintains its commitment to the communities and individuals that we are privileged to serve. As the weeks' progress, we are hopeful that ERC will be able to accommodate more patients.  ERC is recommending clients with high risk conditions for COVID-19 to continue to delay exposure if possible and reschedule non-urgent appointments.  As we are all adjust to a new normal during this COVID-19 crisis, we at ERC want to assure you that we are doing everything we can to help slow the spread of the virus.  We welcome your questions and thank you for your cooperation.

As always, thank you for your support, flexibility, and the opportunity to serve.

A Message from the CEO in Response to the COVID-19 Pandemic

March 17, 2020

Greetings All,

I trust that this note finds you well and your families are safe. The COVID-19 pandemic is unprecedented and truly a human crisis. As it continues to impact our way of life, ERC business operations, and the communities that we are privileged to serve, we are reminded that this too shall pass. I wanted to take this time to provide some assurances relative to the ERC Business Resiliency Plan and share some additional decisions that the Leadership Team has made that impact you, our dedicated staff. Please know that it is always my intention to be transparent and operate with integrity.

Extended Office Closures
Two weeks ago, we made the decision to temporarily close our facility through April 3, 2020. In order to continue to protect the health and safety of our staff, clients, and stakeholders, we are extending our office closure through May 18th, with personnel working remotely and PrEP and PEP therapy being provided via telemedicine.

Financially Responsible Decision-Making
As always, we make decisions and take actions to bolster the sustainability and resiliency of ERC. With the exception of safety-related and business essential items, we have delayed nearly all capital expenditures. Additionally, we have eliminated all non-essential business expenses and implemented a hiring freeze.

Minimize Workforce Member Impact
While we are practicing social distancing, infection containment, and remote teleworking, I want to thank you for your attentiveness to ensuring that our clients have access to clinical and behavioral health services regardless of how COVID-19 progresses. We could not do this without you! At this time, we do not plan to furlough or institute salary reductions for staff. Furthermore, the staff will continue to have access to health insurance benefits as outlined in the ERC Personnel Policies and Procedures Manual.

Continuity of Services

We want to ensure that our clients have access to the clinical and behavioral health services we offer regardless of how this virus progresses. While we are practicing social distancing, infection containment, and remote teleworking, you can reach ERC without an on-site visit by calling (404) 526-1148 or email to clinic@erc-inc.org or info@erc-inc.org.

  •       • PrEP and PEP therapy (new and renewing) will be provided via telemedicine only.

  •       • Group therapy and new enrollments for Behavioral Health services will be conducted via telehealth at (404) 526-1145 ext. 119.

  •       • People living with HIV and HCV will receive active linkages to primary care by ERC via telemedicine at 404-526-1145.

  •       • All meetings with external partners and/or funders will be conducted via teleconference or Zoom videoconferencing.

  •       • On-site STI screening and treatment services through the ERC Comprehensive Intervention Clinic (CIC) and Outreach Services at satellite locations and through street outreach have been suspended.

Empowerment Resource Center recognizes its responsibility and maintains its commitment to the communities and individuals that we are privileged to serve. As we meticulously implement strategies outlined in the ERC Business Resiliency Plan and closely monitor the COVID-19 crisis, the Leadership Team will continue to adhere to the guidance provided by the CDC and Mayor Bottoms’ and Governor Kemp’s offices.

As always, thank you for your support, flexibility, and the opportunity to serve.
